Since Iberia is based in the EU, most passenger rights for baggage mishandling claims will be covered under the Montreal Convention. This treaty sets liability limits for the amount of compensation airlines are required to pay you for damaged and lost baggage. The amount is set by SDRs (Special Drawing Rights) which are a combined value of various currencies that equal approximately $2,080.
If you’ve had a flight delay or cancellation with Iberia, then your passenger rights are covered under European Regulation (EU) 261/2004.

If you land at your final destination, and you don’t receive your baggage from the carousel, then you should proceed by taking these steps within 6 hours of your arrival:
Once you complete the report, Iberia will try to find your lost baggage. When they do, they will send it to you using the address you entered on the PIR. In the meantime, wait for them to contact you by email or SMS.
If 72 hours or 3 days passes and you still haven’t been reunited with your baggage, then you should contact Iberia’s Customer Service.
If more than 21 days have passed, you can begin the claim process for lost luggage compensation. The Montreal Convention considers baggage officially lost if it hasn’t been delivered to you after 21 days.
You will probably have to buy some essentials while your luggage is missing. Make sure that whatever you buy is, in fact, essential, and keep all of your receipts for these purchases.
You can submit these expenditures to Iberia for reimbursement within 21 days from the time you opened your Property Irregularity Report.
To file a compensation claim for your lost luggage, submit all your supporting documents to the appropriate form found on the Iberia site.
When to file your lost baggage claim with Iberia
When your baggage has been missing for more than 21 days, then it is considered officially lost, so wait until 21 days have passed before submitting a lost baggage compensation claim.
